Simplified Online NIF Issuance Introduced in July 2020
Administrative rules published on 30 July 2020 enabled online issuance of Portuguese tax numbers (NIF) for residents and non-residents, eliminating the need for in-person visits.
On 30 July 2020, the Diário da República published administrative rules enabling online issuance of Portuguese tax numbers (NIF) for both residents and non-residents. This measure significantly modernised the onboarding process for foreigners interacting with the Portuguese tax system.
Previously, obtaining a NIF required an in-person visit and representation by a tax agent for non-residents. The new system allowed remote applications, digital submission of identification documents and online appointment scheduling.
For foreign nationals—including Americans, British, Brazilians, Canadians and Israelis—this change simplified the first administrative steps of moving to Portugal, purchasing property or investing in Portuguese assets.
The reform laid the foundation for later digitalisation initiatives within the tax authority and contributed to Portugal’s reputation as a relatively accessible jurisdiction for newcomers.
